A person can wash their nether regions and still have an odor. Some of this is due to what the person eats, like fermented foods which release chemicals in the pores like the arm pits. Other times you can wash an areas clean with soap and scrubbing but it gets that funk quickly afterwards. This is typically due to microbes moving back into those areas. Periodically a person could wash with soap and warm water followed up with white vinegar. This changes the pH of the area which makes it less habitable for microbes to move back in. This doesn't have to be done that often, maybe once a month or as needed. Wearing the same clothes or not changing sheets often will create a breeding area for these microbes especially in warmer climates or if the person is active/sweating a lot.
